The new climate adaptation plan also concerns heritage sites

Paris. Expected for more than a year, constantly pushed, the third national plan to adapt to climate change (PNACC-3) has just been made public. Agnès Pannier-Runacher, Minister of Ecological Transition, presented the final version on March 10. In total, fifty-two measures to be implemented at the local level, so that France is preparing for a warming of + 4 ° C by 2100 compared to the pre-industrial era (it has already exceeded + 1.5 ° C in 2024).

Many sectors are concerned, and among them that of culture. The plan recommends six actions shot towards an objective entitled: “Protect our natural and cultural heritage from the impacts of climate change. »» Actions that therefore do not aim to mitigate its impact on warming – even if the issue is undoubtedly complementary -, but to prepare it. “It is interesting to see that this plan recognizes the importance of culture, since a whole measure is dedicated to it, but it does not put it in contact with the other axes. For example, he does not integrate it among the living forces mobilized to adapt to climate change ”, Pointe Lauranne Germond, director and co -founder of the Coal association, which promotes the role of creation in the ecological transition. “Culture is only recognized at the scale of heritage preservation, which I find a little reductive. »»

Among the priorities of the plan, map and prioritize the climatic risks faced by cultural heritage, and then integrate or update them in the safeguarding plans (PSBC), of which many cultural establishments are still devoid of. “In all these actions, the natural heritageis completely ousted. While the stake of biodiversity is essential for many cultural sites, especially those located in the forest ”

Building maintenance In fact, the actions proposed focus mainly on the building. One of the major axes of the plan relates to their maintenance: it encourages thermal and energy renovation, as well as the upgrading of the conservation spaces of the works. The point is important. Poorly insulated buildings are legion while increased temperatures and humidity is becoming more and more problematic for those who do not have suitable reserves. The PNACC-3 remains very vague as to the budget allocated to support these measures, the remaining financial component “To be defined”

For the global adaptation plan, the Minister announced an envelope of 600 million euros (mainly from the Barnier fund and the Green Fund), to which would be added a billion euros from the budget of the water agencies. A budget which, for some climate experts, already promises to be insufficient.
